Introduction of pre-booking (PPR) system for IFR school flights in Turku terminal area

ANS Finland and Finavia are working to improve the services at Turku Airport during the air traffic recession caused by the Corona pandemic. The significant decline in air traffic demand (-80%) has forced companies to make significant cuts in service production and personnel.

For IFR school flights, ANS Finland is introducing a pre-booking (PPR) system, to improve efficiency of ANS at Turku Airport. This system will be in use daily from 0900 to 2100 LMT. The objective of PPR is to improve service levels, despite the reductions in air navigation service personnel. The overall aim is to ensure that school flights can be carried out efficiently, considering environmental aspects.

During the trial period 8.7.-5.8.2020 for IFR school flights, an advance booking is required, which must be submitted by telephone to the Flight Planning Center, not later than one hour before the EOBT. ANS Finland publishes free booking times on its website. The booking period must cover the planned arrival and departure from Terminal Control Area (TMA). The actual operation must be carried out in such a way that the times related to the advance reservation are not exceeded. Booking times must be canceled immediately if the flight is cancelled. The actual pre-booking will be made on the same phone call when it is confirmed that the flight plan has been received. Flight Planning Center will then update the reservation to the published calendar.

These restrictions do not apply to state aviation, scheduled or charter flights, and rescue operations.

ANS Finland grants the applicant access rights to the electronic advance booking system. The information is published on ANS Finland's website. Some flight schools have been granted access to the reservation system in advance.
